5 phần mềm mã nguồn mở sử dụng chính thức trong các cơ sở giáo dục

Ngày 1/3, Thứ trưởng Thường trực Bộ Giáo dục và Đào tạo Phạm Vũ Luận ký ban hành thông tư quy định về sử dụng phần mềm tự do mã nguồn mở trong các cơ sở giáo dục.

Theo đó, danh mục các sản phẩm phần mềm tự do mã nguồn mở được yêu cầu sử dụng chính thức để dạy học và sử dụng trong công tác văn phòng của các cơ sở giáo dục gồm 5 sản phẩm.

Việc sử dụng phần mềm tự do mã nguồn mở trong ngành giáo dục nhằm mục đích hỗ trợ nâng cao hiểu biết về lập trình phần mềm, hỗ trợ đổi mới tư duy, tạo môi trường nghiên cứu, sáng tạo; rút ngắn thời gian nghiên cứu; Là môi trường học tập, chia sẻ kinh nghiệm trong xã hội học tập; tạo môi trường kỹ năng làm việc theo nhóm, theo cộng đồng; Hạn chế và hướng tới việc xóa bỏ việc vi phạm bản quyền phần mềm; Tiết kiệm chi phí bản quyền phần mềm; Tạo sự thích nghi với các sản phẩm tương đương với các phần mềm thương mại mã nguồn đóng; Đảm bảo an ninh cho hạ tầng hệ thống thông tin và dữ liệu; Định hướng sử dụng các chuẩn mở.
Bộ Giáo dục và Đào tạo quy định rõ danh mục 5 sản phẩm tự do mã nguồn mở được yêu cầu sử dụng chính thức gồm:

1. Phần mềm văn phòng OpenOffice.org (với 6 mô đun: Soạn thảo văn bản - Writer; Bảng tính điện tử - Calc; Trình chiếu - Impress; Cơ sở dữ liệu - Base; Đồ hoạ - Draw; Soạn thảo công thức toán học - Math);
2. Bộ gõ tiếng Việt: Unikey;
3. Trình duyệt web Mozilla Firefox;
4. Phần mềm thư điện tử máy trạm - Mozilla Thunderbird;
5. Hệ điều hành trên nền Linux.

Ngoài ra Bộ cũng đưa ra danh mục 22 các phần mềm mã nguồn mở được khuyến khích sử dụng trong các cơ sở giáo dục.


Bộ Giáo dục và Đào tạo coi việc khai thác và sử dụng phần mềm tự do mã nguồn mở là một nội dung trong chương trình bồi dưỡng kiến thức và kĩ năng công nghệ thông tin cho giáo viên và cán bộ quản lý cơ sở giáo dục; Nội dung kiến thức và kĩ năng sử dụng phần mềm tự do mã nguồn mở được ưu tiên sử dụng trong các kỳ thi tuyển, sát hạnh tuyển dụng giáo viên và cán bộ quản lý cơ sở giáo dục.
Thông tư có hiệu lực thi hành kể từ ngày 15/4/2010. Bộ yêu cầu các cơ sở giáo dục lập kế hoạch triển khai theo năm học, bảo đảm đến tháng 9 năm 2010, các cơ sở giáo dục hoàn tất việc triển khai các phần mềm OpenOffice.Org, Unikey, Firefox.
